Why now
Five pressures arriving at once.
None of these is new on its own. Together, and in the same eighteen months, they change what a sponsor can defer.
01 Regulatory cost pressureDo more with less, and prove it
Cost-cutting at the agencies pushes work back onto sponsors while review expectations hold. Submission overhead becomes the thing worth removing, and platforms that reduce it without weakening the record win the contract.
02 Evidence demand after COVIDPayers now require real-world evidence
Formulary and HTA decisions increasingly turn on evidence generated outside the trial. A sponsor without an integrated RWE and HEOR pipeline arrives at those conversations with a weaker case than the science deserves.
03 The mandate without the platformEvery board has approved an AI strategy
Almost none has governed AI infrastructure to execute it. The strategy exists, the budget exists, and the thing the strategy would run on does not - which is why so many programs stall between the pilot and the process.
04 Renewal shockCompliance updates are reopening contracts
Changes in compliance expectation have forced renegotiation of long-standing platform agreements. Sponsors who had not planned to evaluate alternatives are evaluating them, and the switching question is live in a way it has not been for a decade.
05 Traceability expectationsSignal to dossier, without reconstruction
Coming revisions to evidence and safety guidance assume a traceable line from signal to submitted statement. Most platforms can produce that line only by rebuilding it afterwards, which is the thing an inspector is least willing to accept.
And underneath all fiveThe record is the constraint
Each pressure resolves to the same requirement: be able to show what happened, why, under whose authority, and what was refused. That is not a reporting feature. It decides how the system is built.
